17th Street / Virginia Beach Blvd Improvements Project
The City of Virginia Beach is beginning a major infrastructure improvement project along 17th Street / Virginia Beach Boulevard.
17th Street Surf Shop will remain open for the duration of construction. Our Pacific Avenue entrance will be unaffected and will be the most reliable way to visit us for the time-being.
Work will be completed in four phases from October 2025 through March 2029. Improvements include updated utilities, drainage, sidewalks, streetscape, and landscaping.
Phase 1: October 2025 – May 2026
Work: Replacing underground water and sewer lines
What to Expect: One block and one intersection will be closed at a time
Duration: About 6 months
Phase 2: June 2026 – December 2027
Work: Upgrading electric and communication lines, widening the south side of the road, and improving storm drains
What to Expect: Two lanes open, two lanes closed — traffic will still move both ways
Duration: Around 18 months
Phase 3: January 2028 – December 2028
Work: Widening the north side of the road, adding storm drain updates, and installing new sidewalks and streetscape
What to Expect: Two lanes open, two lanes closed
Duration: About 12 months
Phase 4: January 2029 – March 2029
Work: Installing new streetlights, trees, and final landscaping
What to Expect: Three lanes open, one closed
